Why was Court Street started and then abandoned? Wouldn't it have been more beneficial to keep the road open for thru traffic, rather than ripping up only a few bricks and disabling the street?

The weather impacted the ability of the contractor to keep moving on the brick removal on Court Street on thursday.

Please keep in mind the contractor has 8 weeks in which to complete the work associated with Court Street and Main Street. There are penaties for the contractor if the work is not completed within the timeframe given.

We will work with the contractor to minimize the impact of the construction at all times, but we need to give the contractor freedom to work within the areas associated with Phase 1 of the construction.

While I understand the restrictions placed on the contractors, no further movement has been made on Court Street as of Sunday, though work has continued down Main Street. When will work continue on the street?
In Adel public meetings it was explained that only one section of one street would be torn up at a time, to allow the downtown businesses to maintain some semblance of normality. Why was that not followed?
It was also explained in those meetings that the first phase of the project would be completed before the SweetCorn Festival in August and now the contractors are stating they will not meet that goal and intend to work through the festival. Where did the disconnect happen and what is the official statement in regards to the festival?
